Representatives of the SCISSS participated in a scientific seminar at the National Defence University

On 24 April 2026, a scientific seminar dedicated to the topic of “Digital Transformation and Innovative Technologies” was held at the Military Scientific Research Institute of the National Defence University. Representatives of the Special Communication and Information Security State Service of the Republic of Azerbaijan (SCISSS) participated in the event.

Opening the event with an introductory speech, Professor, Major-General Arif Hasanov, Vice-Rector for Science and Education at the National Defence University, Doctor of Philosophy in National Security and Military Sciences, drew particular attention in his remarks to the “Action Plan for 2026-2028 on accelerating digital development in the Republic of Azerbaijan”, approved by President of the Republic of Azerbaijan dated 27 February 2026 and spoke about the responsibilities assigned to state institutions and educational establishments under this important document, as well as the prospects for the application of innovative technologies in the national defence and security system.

Subsequently, Tural Mammadov, CISO of the SCISSS, delivered a presentation on “Digital transformation in the context of protecting critical information infrastructures: national strategies, technological trends and cybersecurity challenges”, providing the participants with detailed information on the role of digital technologies in ensuring the security of critical infrastructure facilities, strategic approaches at the national level and the current threat landscape.

Murad Balayev, Head of the Computer Emergency Response Center of the SCISSS, delivered a presentation entitled “The role of artificial intelligence in the cybersecurity ecosystem: areas of application and adaptive defence approaches”. In the presentation, the application of artificial intelligence technologies in the field of cybersecurity, modern attack vectors  including deepfake, voice spoofing and other artificial intelligence-based threats, as well as adaptive and proactive defence mechanisms were explained in detail.

Discussions were held during the seminar on the responsibilities assigned to state institutions and educational establishments, as well as on the prospects for the application of innovative technologies in the national defence and cybersecurity system.
